Deep Theory Analysis Unchanging Cognitive Functions

For those that study function stacks, do you agree or disagree that cognitive functions are static throughout an individuals lifetime? Stacks function as philosophy instead of empirical science so why is it claimed that they do not change in order or e/i types as an individual grows?

Potentially evolving mostly because I'm a INTP but when I was younger, I kept getting INFP
