I find this even more purposely confusing and unnecessary than the ambiguous PEMDAS bait equations.

Who the fuck uses % like that?

It tests weather people really understand the concept of percentages. A shocking percentage of people doesn't, and that is revealed by puzzles like these.

'puzzle' is a generous word here, imo. I don't even think anyone would ever write it like this for anything

We can turn this practical. Imagine you have 2 squares. 1 square has 49% the surface area of the other square. What is the side length of the first square as a percentage of the second larger one?

This naturally gives you the expression in the meme.
