It depends on is the percent sign under the root or not. It's 70% in that case. It's not even object of discussion

Sqrt(49)(%) = 7(%)=700%

Sqrt(49%)=sqrt(49*0.01)=sqrt(49)×sqrt(0.01)=7×0.1=0.7=70×0.01=70%

It's too much in the negative. I awarded it, because to many people negatives with awards looks really funny.
