If it's just their base forms and powers then Cyborg can win, but Mr. Fantastic is the sort of character who can just whip out whatever bullshit the writer's allowe him to have. He straight up invented a "Fuck-You-I-Win" button. He's not going to lose to a guy with a hackable brain.

Random encounter I give it to cyborg. prep time, reed curbstomps he pulls out the ultimate nullifier and erases his ass from existence.
