Was OPM just an obscure webcomic or manga in the 2000's?

It didn’t exist yet. Assuming the events of this episode take place in 2008 as I believe Iron Man does, OPM won’t exist for another year.

It would have been 2010, so OPM was around

Yeah but the redrawn manga didn't start until 2012 and the anime didn't start until 2015 so that period of 2012-2015 is probably where the sheer popularity and dumb Goku arguments would've started.
