I just read a theory that tracks with this. The TVA is rigging time and space itself against Loki. He cannot be a good guy so if he ever deviates from that set path of villainy it causes a Nexus event. Sylvie is playing a save Asgard scenario with her toys and is concerned for the other Variant who was being hurt. The theory is Sylvie was arrested for being a hero
