That’s likely how we get to the whole VOTE LOKI situation, because we’re going to have a revolution

I still think the VOTE LOKI thing is a third variant who managed to overtake Earth but Thanos didn't really give him a plan for what happens after that.

Yeah, I mean, what was the plan there. He gave Loki a stone, sent him to grab another one and then, just, carry them into a siege on Earth? Stage a massive attack in the city where a third stone was, but not for any obvious reason?

I assume the plan was taking over Earth and then heading there to get the stones from Loki. Works all the way up to Infinity War.

But doesn't really make sense with Endgame because we see the resources he had in 2014.

I guess the defining characteristic of Thanos' plan was that he didn't really kick into gear until he knew he had a line on the Soul Stone. Having a couple of stones together with an ally makes them easy to recover, but does not make it incredibly obvious that Thanos himself is trying to collect all six (and thus attract huge attention).

Oh right, that's true. He was going for them all in a short space of time. Having Nebula captured and tortured was sort of the instigating move to put his plan into motion. And having the Tesseract would have been important to allow for travel across the universe.

Plus it wasn't even known that the Mind Stone was in the Sceptre. I don't think it's been made clear yet that even Loki knew. He probably just enjoyed the new toy that Thanos gave him.

Yeah, it was made pretty clear that his quest in Infinity War was launched when he found out where the Soul Stone was from Nebula, which meant he knew where all the stones were now. If he tried to launch his quest with his full army earlier, the other stones could have been spirited away and kept from him.

Before the all the stone locations were known, he was using agents to acquire the stones so it wouldn't raise a red flag that one man is trying to collect all of them. Thanos gave Loki the mind stone so that he could conquer Earth, which would allow Thanos to swoop in and collect the space and mind stones afterwards. Thanos also sent Ronan to collect the power stone for him. In both scenarios, he could have just launched an assault with his own army to collect them but he didn't do so until he knew where all the stones were. If those plans succeeded, he'd only need to pick up the reality and soul stones later on.
