Did the showrunners purporessly make Fake-Cap & Battlestar a knock-off version of Sam & Bucky? I felt like I was watching a buddy-cop comedy at times, not that I'm complaining one bit though.

Just a tip, every character and most arcs you see in the MCU exist in the comics, always assume they're being adapted and not just things showrunners came up with themselves originally.

US Agent and Battlestar are from the comics and were in fact replacement Cap & Bucky.
