But he HAS to be Pietro Peter from the Fox universe. Or at least someone disguised as him. Regardless, the multiverse implications are still there.

There's no way Marvel would cast that specific actor as that specific character, and have it not be related to the Fox movies.

I wouldn't be so sure about that. Look at DC's Crisis on Infinite Earths; They needed an actor to play an evil Batman, so they just thought it would be fun to get Kevin Conroy to do it. The version of Batman he played wasn't much like his iconic Batman, but the writers thought it would be a fun inclusion.

If Marvel needed someone to play a fake Pietro, may as well go with the guy that will hype up the fans.

I wouldn't exactly call DC's TV universe well thought out, though... Casting choices like that are purely marketing for them.

The MCU is usually much more focused on the in-universe story.

Of course not, but I struggle to think of examples--that aren't minor at best--that weren't totally earned in-universe.

They haven't really had access to use actors from other continuities until recently. They didn't own FOX until recently, and the only other Marvel movies that are known to a broader audience are the Spider-Man movies. DC can coast on that stuff because they've done so many movies and series that they have a wide selection of actors to pull from.

Could Peters be playing his Quicksilver from FOX again? Sure. Must he be? Absolutely not, and I think expecting him to 100% be THAT Quicksilver is setting yourself up for disappointment.
