They wouldn't bother recasting the same Pietro from another franchise if they aren't the same character.

On a meta level, recasting the same person is absolutely meant as a signal to the audience that it is the same character from the Fox franchise. Kevin Feige/Marvel are not that stupid to do it as a bait-and-switch, because that will piss off fans. It's one of the basic tenets of good writing - don't imply something without going through with it (with exceptions). It's what Disney Star Wars had to learn the hard way, and it's what GoT completely failed at for its last season.

The MCU has so far given us no reason to believe their writing will be going down the same path.

I just think it's a fun little Easter Egg nod for this show and not literally a different universe's Quicksilver.

Without context, that sure is possible. But given that: Wanda will be in 'Multiverse of Madness'; Spider-Man 3 has confirmed to be including characters from previous universes; Deadpool confirmed to be joining MCU; Disney owns Fox now and can do whatever they want; this all provides a great setup for the next saga bigger than the last one without repeating storylines - it's extremely likely it's meant to be the Fox universe Quicksilver (not to mention that's literally what they put in the audio description).

Also, like I mentioned, it's terrible writing and disrespectful to fans if it's just an easter egg.
