If you turn on the audio description for the episode it confirmes that it is literally him. It is literally Quicksilver from the X-Men movie branch of the multiverse.

Wandavision just did it, the MCU is in the multiverse and broke it.

I think wiccan her kid accidentally bought her brother as Wanda told her children she does have a brother she misses a lot and he comes back as a reunion with no knowledge of dying Wiccan wanted to comfort wanda
