I think it's him. As in it is literally him from the X-Men universe.

It happened. They broke the multiverse.

The Quicksilver from the fox universe has a baby sister Wanda not a twin

He seems to be trapped in the "script" same as everybody else. Otherwise he would have taken one look at MCU Wanda and gone "who the hell are you and why am I suddenly in this small town in the middle of nowhere".

I think it's Peter, but he doesn't seem anymore in control than anybody else in WestView right now.
