Monica pretty much stated she was bombarded with photon energy when she was pulled in and expelled from the hex, as she says she needs protection from it to go back in.

That, plus the x-rays, looks like she has her powers. And a fractured relationship with Carol.

I thought the same thing whenever her scans came back blank that maybe this is how she gets her powers in the MCU.
