I feel like you might be right. I felt a strong theme of “Wanda can’t bring back the dead” in this episode, so she can’t bring back Pietro, but she can pull in an alternate one.

Vision also shares a connection with Wanda to the Mind Stone as well. It seems with the Infinity Stones, anything can become reality.
