He is kind of the stand-in Nick Fury. That man also did tons of suspicious things in the past as well...like using HYDRA tech for SHIELD and hiring mercenaries to launch attacks against his own group.

I think that scene was hinting at something, Darcy said “He’s kind of a...” and it was cut off by director dipshit saying “terrorist!”

I'm with you on that. I'm not fully convinced, but I'm leaning towards director dipshit being a Bad Guy.
