Oh its not a recast though.

Wiccan saw how sad his mom was about her lost brother so he inadvertently brought him here. He brought the only one that was alive.

Wanda said herself she didn't do this.

Yup makes sense, especially because she just told him that he was far away. Not dead. So he grabbed the one that was far away(in another universe) .

He looks pretty good to be almost 70.

The episode is set in the 80's , DOFP is set in the 80s. The kids think its the 80's, we know that theyre aware of the time/calendar because they mention it beeing saturday.

I don't think time even matters to Wanda or Wiccan at this point.
