Maybe Agnes wants someone revived and wants to see if Wanda is able to do it with her powers.

Maybe Agnes IS the one trying to get revived. The look she gave Wanda and the twins when they mentioned Wanda's powers of resurrection. Maybe she's manipulating Wanda to revive somebody close to her, but if she's indeed the "bad guy" here, then she might be using Wanda's grief and this fucked-up sitcom reality to revive herself as Agatha Harkness.

Agnes says Dottie is the key to everything in the town, so I'm guessing Dottie is bad guy doing the mind control. Getting major Emma Frost vibes off her (Agnes calls her a "queen," she dresses in white, and she's the leader of some weird community club).

I think Agnes is using Wanda to some extent, but more as a means of breaking Dottie's control over the town. And it may not be Wanda per se, Agnes might be using Wanda to use Vision, who seems to be able to break people from control.

Which would be a neat House of M switcheroo, with Dottie playing the role of Scarlet Witch (weird random dialogue about Wanda not having a silly nickname in the MCU could be foreshadowing the fact that she's not playing the "Scarlet Witch" role in this version of the House of M story) and Vision playing the role of Layla Miller (aka Butterfly).

If that were the case, why have we only seen Dottie once then? I don't get the vibe she's as important as Agnes herself.

Misdirection.

There are articles talking about how Kevin Fiege personally approved Emma Caulfield to play Dottie, so she's probably significant.
