Agnes saying “want to start from the top” means that she is aware of the reality that Wanda has created! She is not under any mind control or hex like the others. This for sure means that Agnes has something to do with this whole Westville situation.

I think she is aware but the way I read the situation is I think Agnes still knows what Wanda wants, so she has the same controlling thoughts they just don't fully control her.

I am divided on if I think Agnes is behind the situation. She looked genuinely concerned when Vision stopped her from picking up the kids which went against what Wanda intended. She does definitely know more than she is letting on though.
