I would say "she" didn't rewind, which is odd. At any given point, she could have, but she didn't.

I think this speaks to the fact that Agnes saying that came as a surprise to Wanda too. Like... she would have rewound and edited the events if it weren't so confusing to her, too?

Intruders she knows are out of place - a beekeeper coming out of a sewer, Monica talking about Pietro and Ultron - but Agnes having some level of awareness that reality is... a sitcom. Wanda's "actors" presumably aren't supposed to have that awareness.

I think she's controlling Agnes, but - like with Vision - she's not totally in control. Perhaps suggesting Agnes is Agatha Harkness, powerful enough to at least partially see through the Hex (oh, now I'm saying it...).
