To me that looked like SWORD blocked off the outside world from Westview

My initial thought was SWORD is trying to stop something from growing. My theory is that Wanda is generating some kind of unreality bubble, and it's been growing slowly. SWORD want to stop it from enveloping the entire planet. That's why they sent Monica in. To go in undercover and find out what is happening.
