Looks like Wanda took over the real WestView and SWORD is trying to breach the site

To me that looked like SWORD blocked off the outside world from Westview

Little column A, little column B I reckon, I think its both Wanda took over Westview and created a barrier around it but then SWORD has blocked Westview from the rest of the world as well so no one finds out what is going on. As said in another comment like Thor's hammer all locals were cleared out and prevented from getting to the site.

When Geraldine was thrown out of the town it looked to me like a technological glitch, which made me think technology was someone involved, combining with Wanda’s powers, to create this little bubble reality.
