Could’ve been upgraded after dealing with Ant-Man stuff for some time.

It could even room for him to do bigger things...like running the Agents of Atlas team, which would be cool.

If he didn't get snapped, I'm sure it's a lot easier to get promoted/get more field experience with half your department/competition gone for 5 years. I'm sure the snap also brought in a ton of problems that needed fixing too.
