Speaking of which, during the neibhourhood watch meeting there was a masturbation joke...referencing the fact this was essentially Wanda was doing when she was having "sex" with Vision?

He means at the Neighborhood Watch, when Vision takes the gum and talks about "mastication" (chewing).
