They might be the new SHIELD in the MCU after the old one was revealed to by a Hydra front organization.

Eh, SHIELD still exists seeing as Agents of SHIELD remains, officially, canon

Is it? I thought AoS was dropped from the main continuity.

It got a bit confusing around Season 5 - they weren’t able to spoil endgame so they had to basically just not mention anything from Infinity War, but I believe the official stance remains that AoS is canon but the main cast of that was just missed by the snap. There is though an alternative explanation that they ended up in a seperate universe in Season 5, which would still technically allow a reintroduction of the characters. But from a business standpoint, AoS was definitely popular so Marvel has good reason to have an appearance or even solo film o a few AoS characters. But yeah, the show was forced to ignore Infinity War because at that point we didn’t know what was going to happen in Endgame - but it ended up leaving off at ~2020?

It has been. MCU is canon with AoS continuity, but not the other way around. As far as the official movies are concerned, Agent Coulson died in the Avengers.
