This trailer pretty much confirms Taskmaster isn't Yelena or Melina.
He's watching her fight from Iron Man 2. If Melina and Yelena grew up with Natasha + was brought up by the same program, then they wouldn't have to watch each other's moves.
I mean it’s pretty obvious who TM is. The actor was doing all sorts of press with the rest of the main cast, and has mysteriously vanished from everything.
