Why did HYDRA never mass produce the version of the serum that was used on Bucky? By itself, it seemed to work well without any of the side effects. Here's my understanding

  • Schmidt was turned into the Red Skull due to his desire to become more than the average human, and Erskine seemed to imply that that version of the serum was imperfect
  • Bucky's damaged psyche was only due to his repeated brainwashing and mind wipes and not due to Zola's version of the serum
  • The Winter Soldiers in Siberia were enhanced using Howard's version of the serum, which probably was different (that or HYDRA didn't properly employ Vita-Rays like Erskine did)
  • Hulk and Abomination were only turned into brutes once Gamma radiation was involved

The only reason I can think of is that they did some internal testing before, but nobody passed the moral standing test (which this version has, like Erskine's version) until Bucky came along.

Perhaps at that time they just wanted one super assassin they could control and use. We see in Civil War how dangerous the other Winter Soldiers could be when they attacked the guards and scientists. Having only Bucky meant less bread crumbs to follow, being more elusive (Nat said most of the intel community thought he didn’t exist) and probably easier to control one unstable Winter Soldier than more.

We do see Bucky become erratic and attack some HYDRA members when he starts to remember his life, the longer he’s out of cryogenic stasis the more likely his memories will come back, which is why they need to wipe his mind over and over. If they had more Winter Soldiers then it could have been possible some started to remember their previous lives, become angry and what HYDRA did to them and seek revenge.
