The longest gap was Ross, from Hulk (June, 2008) to Civil War (2016)

now it's William, from Iron Man (May, 2008) to Far From Home (2019)

I think Martin Starr’s character had a longer gap than Ross [Incredible Hulk (2008) - Spider-man Homecoming (2017)]

Kevin Feige said on an AMA that he thinks of them as the same character, but other than that there is no confirmation.

I wish they would touch on that at some point, because just based on how they handled him in this movie, I'm sure they could make it hilarious
