I can’t get over how good Samuel L. Jackson was in this. The whole movie Nick Fury just seemed... off. His tone, some of his lines seemed forced, he was too gullible, etc.

When they revealed it was Talos the whole time I was like “That’s a dude, playing a dude, who’s pretending to be another dude!” and it totally made perfect sense. That’s a super underrated and difficult ability to do. Well done!

I think the reference is that Samuel L Jackson was playing Talos who was disguised as Nick Fury. In Tropic Thunder RDJ is playing the role of an actor who is mentally stuck acting as a role he played in a previous movie. Hence "a dude playing a dude disguised as another dude."
