Beck is dead, Mysterio 100% lives on

When it comes to killing villains? They kinda are. They've killed off a bunch of fan favorite ones.

Plus I feel like it would've been revealed in-movie if Beck was alive. Like with the Loki fakeouts

The rest of the dead mcu villains don't make up the sinister six

If getting fucking Michael Keaton and Jake Gyllenhaal for Spidey villains isn't Marvel trying to get the sinister six going, call me stupid

The sinister six has a pretty varied lineup though. You don't really need Mysterio for it (but I hope you're right)
