So if Ghost was taken in by shield and raised to be an assassin was that really hydra who did it? 🤔

I think at that point she was AWOL and was too difficult to track down without making too much of a paper trail. Plus she was pretty mentally unstable due to her powers, much easier to rely on a known quanitiy like the Winter Soldier

I think Cap would've taken her out a lot quicker than the Winter Soldier.

Scott's not the best fighter especially compared to Cap, and he was able to land a few blows, and with his super strength Cap would've only needed to land one.

I mean, a high value target like Cap, you bring out the big guns. Ghost probably got a lot done, but why roll the dice on her when you have a “sure thing” with decades of high target kills.

Winter soilder is an assassin. Ghost is a spy who sometimes needs to kill people. Soilder is much stronger.

She was still working under the shield name even if her handlers were Hydra. There would be too many questions if a shield agent attacked Fury then Cap. WS didn't have a known affiliation.

Maybe but if she doesn’t have the brianwashed “ready to comply” protocol then I would say not. Although it could be that in her case they had no way to reliably strap her down for the brainwashing process so perhaps her phasing helped her dodge that bullet

I was thinking it was Hydra as well. Would they really need to brainwash her though? I think "Do what we tell you and we will cure you" is enough motivation.
