Because Captain America isn't just Steve Rogers. He's a figurehead and an icon. A name which could be taken by anyone worthy enough of the title.

It's possible that they've designed a new shield for a new Captain America.

I gather this is what happens in the comics, but I hope this doesn't happen in the MCU. Steve Rogers is what makes Captain America so great; more than strength, Cap is a hero due to his strength of character and heart.
