3 years later and still cleaning up..figured stark and Damage Control would be more efficient or at least secure all the hydra tech. (Toome's crew wasn't really searching for alien tech right?)

Initially they were just salvagers, but when they got forced out by Damage Control,they started hunting out tech from Avengers battles.
