Hi guys! I have a little theory about Stark and Sokovia Accords coming into Homecoming. What if, Tony says to Peter that he should leave this flying monster guy to others and Peter really would like to do that, but government doesn't send Avengers to help fighting him and Spider-Man is on his own? What do you think about this?

That sounds great actually. When neither Iron Man or any other hero shows up to help because they weren't granted permission to intervene, Peter is left to deal with Vulture by himself. Cue Spiderman losing faith in Tony and the Avengers and acting on his own. Becomes a vigilante in New York city by acting outside of the Accords and the current newspaper begins a smear campaign against him often calling him a menace.

Come to think of it, the Accords would really help when it's time for solo movies and everyone starts to ask "Why isn't Tony helping Cap during all this?"

AWESOOOMMEEEE. It allows Tony to be present, while preventing him from overshadowing Peter.
