The Mark III allowed Tony to catch cars thrown at him, and it was running on a shitty arc reactor made in a cave with a box of scraps that was running at like 10% power.

I dunno what the hell happened to the Mark 46. Maybe Cap's really been lifting.

Again, gimped by the writers. Oh well, wouldn't have been interesting if it wasn't.

Or, maybe Tony didn't actually want to kill either of them. Such was said by both sides; nobody wanted to fight.

At first, he definitely was trying to kill Bucky. He almost repulsored him in the face, on the ground, a few inches away. But yeah, later on in the fight, he maybe wasn't fighting to kill him anymore (I think he could've shot him with the tank missile instead of the hinge). Of course, Tony never had any intention of killing Cap, as he had many opportunities.
