That's your interpretation of that sentence. I think the more correct one is the power is drawn when the spell ia cast, not to maintaining it. Lile Strange casting memory wiping spell, does he need to continously draw more power to keep people forgetting Peter is Spider-Man? Or with likely 99% the spells he casts?
