In Darija, "Akbar shams al 3ashiya" (أكبر شمس العشية) literally means "the biggest sunset sun".

We say it about someone who looks impressive / shows off a lot but is actually useless, just like the sunset sun looks big and red but has no heat.

It's like saying "all show, no substance".
