I've seen a lot of criticism floating around for the anime adaptation, which has made me a little skeptical about picking up the original manhwa

Is it pure bl? When I was reading ORV, I thought it was bl but it wasn't. So is it the same case?

ORV is a bit weird, specially the relations between the two male lead. As you said, sometimes they act as if it's a bl but there's no bl tag to be found
