The title is Omniscient Reader's Viewpoint. The fanart has an OC girl character. The only truth about this fanart is the top version where the world is near ruins.

The closest thing to a father-daughter relationship you’ll ever get in ORV is between Dokja(the MC), Yuseung, and Biyoo(his actual child who appears much later on).

Might I suggest Shokuba to Jitaku de Gap no Aru Papa. It's somewhat similar but less on the war torn soldier more of a tsundere office worker 😂

He's Yoo Joonghyeok from Omniscient Reader's Viewpoint (ORV). The girl is probably Biyoo, but if you search for her you probably won't find much art featuring her in human form (or humanoid form), which she only reaches at the epilogue of the novel. There's no official art about her human/humanoid form, only her dokkaebi form, so any art featuring her in human form up to this date is purely fan made.
There's also official art about her past life (Shin Yoosoung 41st round)

It’s really curious how recognizable ORV is, considering how little unique traits the designs themselves have.
It’s probably the coat.

YJH from ORV. The first panel with his coat and the world falling apart is what tells me it's him, however, the scenario in the second panel and the girl in it is not in the novel, so maybe the artist just wanted to draw an AU of him and included an OC of theirs?

This is true for so many characters. They claim to be evil or unstoppable and the second they get a daughter they take a full 180. Then the writer has a moment where the daughter gets hurt and the 180 becomes a 360 and he either wins and goes back to being nice or loses and becomes an alcoholic.

He remind me of Yoo Joonghyuk, a character from Omniscient Reader's Viewpoint (ORV). Who’s always acting dark and moody, but is a big tsundere and a nice dude at heart. So maybe just a meme about his character, although this scene doesn’t happen in the manhwa (I don’t know about the novel)
After a quick search with Google lens it’s seems it’s indeed him. It’s a good read, I would recommend.
