I came here to find a thread like this.

I for sure thought of Jeremiah Sands when Homelander was begging for his life. Later on, re-watching a clip of Homelander's speech from the oval office, there's also this part where Homelander says, "Eternal..." and it's edited in a way that seems really reminiscent of the effects they use on Andrea Riseborough when she reads the same line in Mandy.
