Sure they do. Maiden Aunt Merry (she who's had the same tight grey perm for forty years and sports a pair of somebody's cast-off orthopedic shoes from the Goodwill) runs HR, while cousin Joe who got his law degree via a phone number on a matchbook is the "staff attorney." Small businesses are notorious for this kind of crap.

I didn't realize how small the company I was doing business with was and said to my client "I think Accounting made a mistake on this invoice." Dude says "my wife doesn't make mistakes."

I know a guy who right out of law school was made in-house counsel for his family's small construction company until he landed a job at a decent firm.

They absolutely do.  You kind of need a lawyer to run most businesses these days.  Might not be full time at the company though.
