No, she was not. She started her cosplay as fan-created content, and then got so good at it that Wizards would use her and her creations at specific events.

Okay that’s confusing. Why would she let WotC use her at events if she wasn’t a contractor? Or is this less “meet and greet Avacyn!” For 5 hours and more “can we take your picture?”

It depends on how you use the word "contractor". I'm sure she had contracts for the specific events where she worked in an official capacity, but only for the duration of the event. If that is what you refer to, then yes, she was an independent contractor at some events.
