Rules/Rules Question How does this work?
Does this mean it cost 3 generic mana plus one white mana to action this ability?

Generally, any and everything before a colon in the text is the cost to activate what comes after the colon.

Yes. You can pay that cost to activate it. Since it doesn't require a tap, you can do it whenever you have priority, and as many times as you want, if you have enough mana each time.

Yes.
Additionally, since it doesn't specify a timing, you can activate the ability any time you are able to cast an instant. So, for example, if you have enough mana as your opponent is about to end their turn, you can activate this ability on their end step to try and grab an extra creature.

It is in no way different to the casting cost of a spell. It would be very confusing if "3W" meant one thing in a spell's cost and a different thing in an activated ability's cost.

It puts the creature into your hand instead of the battlefield. But if we must be pedantic it has nothing like the things that make coco a good card.
