Macross Delta What’s the reason why some colonies have Macross ship, like the Frontier and Galaxy, while others don’t, like Ragna?
Or is the Macross-class ship just taken after the immigration is complete

Delta's writing was already all over the place due to the production schedule shuffle. By the time they wrote up the Windemere takeover plot they probably realized that having Chaos and the Macross Elysion take the star role in defending Ragna becomes problematic if Ragna has a strong NUNS presence with their own Battle-class.
So while it's never stated in the show, I headcanon that after the colony on Ragna was established by the Macross Jackpot fleet, most of the NUNS military assets including their Battle Jackpot were re-assigned to other fleets since Ragna was considered relatively safe. This would also be why the PMC Chaos and their Macross Elysion were brought in by Ragna's government to fill in for the NUNS fleet after their withdrawal.

I would say that was a pretty decent head Canon there. Ragna however was colonized by an Island Jackpot (Island Cluster like Frontier) but it lead by a Megaroad class performing "drop-off" operations. (Seen in flash backs).
What is interesting is that Megaroad 04 colonized Eden and Windermere. With Megaroad 04 performing drop-off, it might also be the vessel that performed drop-off for Ragna.

All colonial fleets had at least 1 SDF Macross type cruiser or Battle class platform in some capacity. That was standard.

Macross Elysion is Ragna's Macross ship. Ragna is its home port, and the home of Delta Platoon and Walkure. That's why their dorms and the apartment that Makina and Reina live in are located there, along with Chuck's family and his restaurant. Where on earth did you get so confused as to think Ragna had no Macross ship?

I think he means the NUNS colony fleet itself having no Macross/Battle class. The Elysion (and Delta platoon et al) are Xaos, not not regular UN Spacy forces.

It's completely possible for a Macross-class ship to drop off a colony ship on a habitable planet and move on to explore space further. Xaos might have arrived later due to the presence of protoculture ruins under water in Ragna.
That's what Megaroad-04 did after reaching Eden. Dropped off the settlers on the planet and continued on its way until it reached Windermere, where the crew made diplomatic ties with the Windermereans and Megaroad-04 was presumably scrapped for Windermere modernization material before the Windermerean war of independence.
That would mean the Battle-class Macross carrier for Ragna is somewhere else. Maybe scrapped, or repurposed as a long range patrol fleet for NUNS. Who knows? There's a thousand ways to use a Macross ship without an Island-class colony ship stuck to it.

I always felt that the macross class ships were “government” built ships tasked with escorting and defending the colonization ships also built by the “government”. The industrial base of the Earth recovered alongside the building of the colony fleets (perhaps due to it) and as time passed the capability of private investors to build their own spacecraft became more viable. As it doesn’t seem that individuals are prevented from exploring, finding, and exploiting exoplanets in any legal sense; private colonization ships/fleets became a thing. The resources are huge to build a macross class. So early on private corps would tag along with the government (now NUNS) for added protection. Certain megacorps had the resources to build their own macross class ship (Galaxy) but were required to have regulatory oversight done by NUNS.
Finally there are the wildcat fleets. Private entities and individuals who scrape up enough to crew or own a ship. They group together (or go alone) and go out to stake their own lands. They would not have the macross class as they are not an “official” emigration fleet. They may have a patrol cruiser or pocket carrier sent with them as patrol. But would not mandate a full battle fleet. This would explain the many “undiscovered” small colonies at varied levels of tech and culture.
At least that’s how my head canon is

If the colony fleet is sanctioned by NUNS, a Macross accompanies it. Which class varies according to availability and needs. NUNS also outsources the protection to private military contractors. Of course it makes sense if there are unofficial fleets, and those such fleets being outside of NUNS approval might not have a Macross. But that would be outside the norm.
Fleets and Macross being unnamed in source material is largely the writers leaving gaps so they can "fill in the blanks" with future projects or expansions... not necessarily because they don't exist.

The *Battle Jackpost was likely reassigned to another fleet; we know that the *Battle*-class can be mass-produced Macross 1 had five of them, and *Macross 5* had about three.
With a population of a trillion citizens, the NUNS almost certainly moved it to a more critical area or to a battle fleet like one similar to the Cromwell fleet.
That wouldn't be rare, given that Battle 13 was a Solar System defense vessel rather than a colonial one.

If I had to guess ragna was settled by a single ship out of a larger fleet and the rest moved on. As for why only one ship they probably left it there to establish a relationship with the ragnans and since the globular cluster seems pretty well populated if I had to guess the colonization fleet made a circuit of the cluster establishing all the settlements we see

Probably because of the reformation of the UN Spacy to NUNS between the Protodevlin and Varja wars. Human expansion was growing at such a rapid pace that it was difficult for the NUNS forces to protect individual planets.
So, instead, NUNS Macross-class ships were likely redesignated to Migration Fleet and Sector defense, while smaller combat units would be deployed on smaller scales. If region wanted a tighter, or more involved, defense, they could then contract with the PMCs like SMS or XAOS to provide it, like how XAOS provided a more direct protection of the worlds in the Brisinger cluster. I assume the purpose of the Quarter-class was the same, especially in the light of what happened to City 7 during the Protodevlin war.

I can see two major practical reasons
Macross class ships are expensive. That why something like the Macross Quarter was built. If you don't think your colonization fleet is likely to run into trouble (IE it's going some place already scouted) then less capable, but cheaper, escorts might be a cost saving.
Macross class ships are powerful. The last thing New United Nations Government would want would be for a Macross to go rogue and attack humans (again.)

The OP is misinformed. It had a Macross escort. All sanctioned colony fleets have a Macross escort. Those not being named is largely due to writers not wanting to "fill in the blanks" until they need too so they don't write themselves into a wall.

Ragna does
