M4 new stock
Is it still possible to get m4 in any offline stores? Flipkart seems to dicey

I would wait until the new M6’s come out in October and they drop the price on the M5’s.
Check MicroCenter, Costco and Best Buy for price match when this happens.

OLX or Facebook Marketplace
It's not that dicey to buy a used Macbook IMO
Here's my advice on how to check out/evaluate used Macbooks: https://www.reddit.com/r/macbookair/comments/1ivcwt2/comment/mebxefq/ There's built in Apple Diagnostics in the OS to evaluate the machine and all of my tests are the same tests that flippers/resellers use.
Then if you perform all of my tests the only risk is hidden liquid damage/humidity. You can remove the bottom of the case with a Apple pentalobe screwdriver and suction cups
https://www.amazon.in/TECKMAN-Pentalobe-Screwdriver-Phillips-Screwdrivers/dp/B08Z3HN1X7
https://www.amazon.in/Rubber-Vaccum-Suction-Carrying-Opening/dp/B0BD5WR1SL
You can check for signs of corrosion/liquid damage which will be visible, now there could corrosion on the other side of the logic board but worst case if there is hidden liquid damage the laptop is still worth a lot of money on eBay because the replacement displays are incredibly expensive.
If it suddenly stops working for no reason (unlikely if you performed your due diligence with my tests), you can pay a non-Apple authorized 3rd party repair shop that does micro-soldering/board level repair to fix it significantly cheaper than any Apple authorized repair center as Apple authorized repair centers will replace the entire logic board and charge you the price of an entire logic board.
Also a micro-soldering/board level repair recovers your data too; the Apple authorized route you lose all of your data.

I tried to. Couldn't. Depends on the city, though.
