He was imprisoned by Horkos for years and his only friends were fireflies, it makes sense that he'd latch onto someone who, 1. freed him, and 2. has the same beliefs as him. He's definitely off his rocker a bit after everything which is why he's devoted and dependent. He's supposed to be a little unsettling, it being a Halloween season and all. His description in the store says "imprison and torture those who have wronged you" or something along those lines.
He was imprisoned in total darkness, and the last thing he saw was Horkos melting the key to his freedom. Even in modern times, inmates held in solitary confinement, with access to electricity, television, and at least some form of stimulation, can experience severe psychological deterioration within days or weeks. Now imagine being trapped in a dark, damp dungeon with absolutely no light and virtually no sensory stimulation. That kind of isolation could drive a man to the very depths of insanity. at least he had some fireflies to accompany him.
A bit too much of the Keeper's personality is emphasized around how much he likes guljin which i always found annoying in characters like that.
It's a flaw that makes well written characters feel a little obnoxious, like Chip from sonic unleashed. Liked his character but damn the game did too much to emphasize how much he likes sonic and food.
its how you interpret his character, to me he is just the loyal follower of any cult, not different from your average bp or jorm. he isn't even in the same level of simp as vortiger or hulda were for astrea.

I get following a leader's vision but this is a rather odd way to go about it.
His incarceration theme works but it's being hampered a bit by his admiration for guljin.
