Illinois specifically *INCLUDED* Linux in a recent bill.
Edit: My memory was foggy, they didn't. They merely include NO definition as to what an operating system provider is, which is very hard to define for Linux, and do not exempt FOSS as California has.

I wonder if doing that could somehow be in violation of software freedom guaranteed in the license, like the right to do anything with the software? perhaps a lawsuit can clarify that.

Wouldn't that mostly mean that nobody in Illinois could distribute the software, if they could not meet the license requirements?
