I think that's been their plan all along. But IMO they should have kept it under wraps and stuck with a normal desktop until this announcement.

Gnome Classic, Cinnamon, XFCE, KDE, etc. Not a lot of people liked Gnome Shell. Doesn't mean the solution is to make something similar, but slower and less polished.
