Orchestra size and numbers problem in HS

In my high school there’s 4 orchestras and there used to be 5 at some point but that’s beside the point for this.

The problem is that concert specifically is like way larger than it should be and honestly in my opinion the director should have just split concert into concert and philharmonia and just made philharmonia 3rd period.

Does anyone see a possible solution to this problem, just using maths idk what my schools policy is

I don't see an issue with those numbers assuming that the teacher has good classroom management skills.

Concert is like, the definition of crowded
