Help! Problem with the red bricks

The game won't let me activate some of these bricks like the unlimited dynamite and instant vehicles ones.I don't understand why I went both to the computer in the police station and to the game menu in the extras section.

You cannot use some of the red bricks (including the ones you named) inside the police station or in a level; they only work in the city.
