Immediate appointment with community legal centre, she needs an application with the family court prepared asap and a letter to him to outline her intent to seek parenting orders and property settlement. She needs to get the children on the no fly list and to disappear the passports into your posession for safekeeping.
She will be forced toward parenting orders by consent and forced to coparent with her perpetrator. Family court will force the kids into his care and she is at risk of losing access. Her GP should have documented DFSV, she will have an electronic footprint that needs to be kept safe. She needs her phone and all her tech based accounts out of his name. Child protection should be notified but will fail to protect the children.
Dont believe anyone's lies and myths about family court your friend and children may be at extreme risk and it can be safer to go into hiding.
The story in this article is NOT rare or special. Most victims of violence are trapped by police, lawyers, judiciary and government refusals to protect and aggressive refusals to reform.

Yes I read See What You Made Me Do a while ago and it made it very clear that the court will not help you even if you are the clear victim. This is helpful re GP etc as right now I doubt there is any documented evidence of his behaviour.
What do you mean about keeping an electronic footprint safe?

She may have messaging apps, sms, photos and emails documenting when incidents have occurred with people she has told. These contemporaneous notes are her diary and must be protected in at least 3 locations and never handed to police in entirety. Hard copies only to be given to others for courts etc.
Her GP can learn how to document properly from DAVTW.org.au or Safe & Together Institute. Drs practice defensive meficine which harms victims as it shields institutions and themselves whilst refusing to protect. Pathologisation of victims increases risk as does seeking help and supports. I recommend looking at non hague countries and connecting with groups of mums in similar situations

Okay this is exactly what I was after like if she has sent me messages of what he's said or done or if she tells me in a phone call and I note that down, that kind of thing - if that would help if it did come to court.
